Have we discussed Jeanerette being taken over by the state after the rampant corruption?

The State of Louisiana now controls Jeanerette's finances after auditors say the city failed to produce any official financial records three years in a row.
The 16th Judicial Court appointed a certified public accountant, David Greer, as the city's new fiscal administrator.
quote:
"They didn't produce audits for three years, so that would tell me they've had some problems taking care of things. If you didn't have audits for three years, there are reasons an auditor couldn't express an opinion for three years," explained Greer.
Greer says the underlying problem is that no financial data for the city is known, and not only does that mean the city is violating state law, it's also creating a major accountability problem.
"The City of Jeanerette has not been able to produce something that gives any comfort or confidence that they're taking care of the people's money, that they're spending it the right way, that they're doing the things that need to be done as a city," said Greer.

This month the mayor of Jeanerette, her brother (an Iberia Parish councilman) , her sister, and her mother were all indicted by a grand jury for racketeering and Medicaid fraud.
quote:
Foulcard, 47, was indicted on the following charges:
•Racketeering
•Conspiracy to commit racketeering
•Medicaid Fraud
•Conspiracy to commit Medicaid Fraud
•Filing False Public Records
•Money laundering
•Conspiracy to commit forgery
JABA Enterprises was indicted on these charges:
•Racketeering
•Conspiracy to commit racketeering
•Medicaid Fraud
•Conspiracy to commit Medicaid Fraud
•Filing False Public Records
•Money laundering
•Conspiracy to commit forgery

Antigone Anthony, 46, Berwick Francis, 40, and Jacqueline Francis, 69, were all indicted on these charges:
•Racketeering
•Conspiracy to commit racketeering
•Medicaid Fraud
•Conspiracy to commit Medicaid Fraud
•Filing False Public Records
•Money laundering
•Conspiracy to commit forgery
quote:
If convicted on all charges, Foulcard, Francis, Francis and Anthony face up to 142 years in prison and fines of up to $1.6 million. If convicted on all charges, they each face a mandatory minimum of seven years in prison - five of those years without benefit of parole, probation or suspension of sentence.
quote:
In February, the state Legislative Auditor released his investigation of JABA. The indictments filed today, while slim on details, do seem to mirror the findings of that investigation.
The auditors found that employees had recorded nearly 800 hours they didn't work; that JABA submitted more than $1 million in bills directly to Medicaid instead of to the state as required; and that documentation for many long-time patients was inadequate or nonexistent. To read the entire audit, scroll down.
During a four-year period between January 2012 and June 2016, JABA submitted more than 275,000 claims to the state for reimbursement under Medicaid, totaling more than $18 million. Almost 20 percent of those claims, totaling about $2.6 million, were rejected. That is a high rate of rejection, and that is what triggered the audit, the auditors wrote.

The Jeanerette police chief resigned in 2015 after being caught up in a sting at Lipsticks Genetlemen's Club in Lafayette. He was apparently working security there on the side and basically let tons of illegal stuff happen on his watch.
Interim police chief was fired in August 2017 by the board of aldermen after he fired two veteran officers. The mayor reinstated the police chief the following week, only to have the board of aldermen overrule her the following day.
Meanwhile, the Jeanerette City Marshal's office continues to patrol HWY 90, out of the city's jurisdiction...
What a wonderful little city.

Some of you Lafayette baws, tell me about this Lipsticks Gents Club mentioned in the article please. Sounds like a jumpin’ lil joint.

New Iberia is 10-20 years behind Ville Platte, Jeanerette, and Opelousas. If you're young with a good job and options you either move to Lafayette/Youngsville or out of the area.

I don't think it's open anymore but imagine a dingy looking club/salvage yard. The guy literally had a salvage yard behind his strip club. Would have been a good set for a horror movie.

No Kidding.
I always thought Jeanerette was a sleepy little cajun town.

How does a city bill Medicaid?
I’m very familiar with Medicare and Medicaid and can’t think of why that would exist.
Nevermind. Figured it out. They were running a Medicaid reimbursed sitter service and falsely billing.

What does Jeanerette white-collar crime have to do with New Iberia murders?
