Do you know where they drink? Wait and watch.
When they leave use your $25 burner phone to call in on a drunk driver.

That would be a pretty easy job for a PI and probably the best route to go. As for as finding one, I don't know but I am sure it isn't hard to find one.
Of course you could do it, but it would take time. You would have to follow that person and stake them out, etc...
