They aren't that great at policing but they really know how to handle large and/or unruly crowds.

Seems to me their main game is cajoling hood rats in various cities to do most of the dirty work. What I suspect is, even their “A teams” didn’t really want anything to do with the ones in New Orleans - and it looks like we were all better off for it.
