Not really necessary unless you've gouged them with the pad rivets from allowing them to wear too long (my wife). Some places will turn them for you (resurface).

If you get vibration in the steering wheel or a pulsating in the brake pedal when you brake, you should replace the rotors. This is a sign of rotor warping and is much more exaggerated at higher speeds. You can get them resurfaced but generally the labor fees associated with resurfacing usually cost more than new rotors themselves. It depends on your make and model of car though.

If your brakes are making noises, there are three possible causes, listed in most likely to least likely order:

1. Brake pads on the wear indicators (to tell you it's time for new pads)
2. Brake pad material (non-ceramic pads)
3. Brake rotor pitting (vibrations sent through the tiny lines in the rotor material)
4. No grease on the brake pad retainer pins (rarely make enough noise to hear though)

Only change out the rotors if there is a vibration/pulsating. If there isn't it's overkill.

they're only $40ish for a duralast so i might as well go ahead rather than turning them.

its a 4WD sequoia so i dont mind spending another $100 to ensure the brakes are smooth and trouble free for another 5 years.
