Ehhh...I've made that call before falls under some 'reasonable accommodations' for OSHA workplace environment health and safety. Mine was for the AC being out for several hours in my wing in August and sending everyone to WFH. I doubt the 50-deg office with no central heat would technically qualify, but 94-deg high humidity that day was probably pretty close in an office environment. 
I just know I'd rather have employees focused on their workload and not on bitching about the office being +20-deg varied from typical.
