It's a mess uniform. Officers field grade and above will wear them for black tie events. He needs a little more tailoring and to do something about his hair and sunglasses if he's wearing the uniform, though I admittedly have no idea what the protocol is for retired flag officers grooming standards when wearing the uniform.
Also, while I have no idea what this guy is actually like, it's hard to fake the shake on being a deputy G4 in a command like that or being a brigade commander.

Well, Chuck. I hate to break it to you, but not every General or any other officer has that super try hard appearance like you see in the movies.

Just a quick search and his name popped up showing his promotion to Major General, unless that's another Maynard J. Sanders. Can't fake congressional records.

Google him. You don't reach that rank without leaving a U.S. Army biography online. There will be news articles, etc. to be found as well.
I hope I'm wrong, but my gut tells me that this guy was never a legitimate officer in any army.

Yea I can see being skeptical about the bio on the Port of Plaquemines page. That's I went a little further, out of my own curiosity, and stumbled upon the congressional records. Kinda hard to fake that.

Why can you not believe that he is a General? He is retired, most people that retire do not continue to conform to dress and appearance standards. I’m sure he wasn’t expecting his appearance to get out for everyone to critique.

In my experience retired military people do conform pretty well to regulations when they wear the uniform. Maybe this guy's the exception.

Google Adolph McQueen, who is right above David Morris in the list. Again, he has a Wikipedia article.
Google the guy right after Maynard, Gregory Schumacher. There are pages and pages of results that refer to him as a general officer.
Google the next guy down, General Michael Schweiger. There is a video of him participating in a change-of-command ceremony.
I'm still not sure this guy is for real.
