Didn't specify what sectors were falling off. Were they poorer residents being priced out or wealthy leaving.

As a New Orleans private high school graduate, I think this is what will scare away most people starting families here. The old money will survive just fine, but anyone who didn't go to one without that egg just won't stomach that.
For the ISAS schools you're looking at $20k plus per kid for a private school.

Chiming in on the OP...it was worth it recently, perhaps not worth it to start here now.
NOLA post-Katrina through about 2015 had many things going in the right direction. If you bought a house uptown or in mid-city or Lakeview early on before prices got super-inflated (and it happened quickly), you're probably pretty happy with the decision.
A lot of Orleans Parish is going in the wrong direction now. Lack of accountability in local government is incredible...very little efficiency and carelessly spending like it has the previous 50 years has city hall in a bad spot. Arrogance combined with ignorance is a bad combination.
There are still a ton of spots that are worth spending your time, despite these problems...places like Henry's, Boucherie, College Inn, La Petite Grocery, Finn McCool's, Bouligny Tavern, Stein's, Guy's poboys, and the MF'ING Kingpin (just to name a few) will keep me near this city for a while.
In short...if you've been here a while, you know it's been great. If not, it's not worth it if you're trying to move to NOLA now. Next few years will be crucial and it's an uphill battle right now.
