And I have no idea what it is for except maybe for changing out fixtures. I have one external spigot that isn’t connected to it so that is frustrating.

If a pipe bursts or starts leaking in a wall or you need to upgrade or repair something in just one room, you can shut off the feeder to only the zone that needs to be shut off instead of having to go outside to find the main shutoff valve and shut down the water in the entire house.
Your spigots (or something like a sprinkler circuit) are another great example of the sort of things you can do. You put the fixtures that would be susceptible to a freeze on their own circuits and your freeze prep for those outside fixtures consists of shutting them down at the manifold and opening the fixture to vent the line. No fricking around with insulation or foam, no dripping faucets. Five minutes and you're done. When the freeze is over, you close the fixtures and turn their water supply back on.

The only pipes in the attic that I know of are drain pipes for the air handler and vent pipes. I didn’t build the house so I don’t know if there are any water pipes in the attic or not. If there are water pipes in the attic, what would they be going to? What would I be looking for to find any water pipes?

Some homes have their water heater in the attic. Further, some people use those accessible pipes to tap into to run a water line to an outside kitchen, etc.
Of course there is no need to insulate any pipes that aren't pressured.
