He says this without having never actually observed said life himself. Just took it as fact, from the 1's and 0's that were transmitted back using 1976 tech

Life really isn't a vague term at all sentient life however does have very blurred lines.

The solar system is likely teeming with microscopic life. Conditions exist on a variety of distant moons that could support such life.
What people care about is intelligent life. In regards to that, we appear to be the only game in town over a seven trillion mile radius.
