For people that make gifs from things on TV

How? Using some kind of streaming program? How do you transfer footage to computer?

I think it's streaming into the Computer already
VLC has a data source connection for streaming, you can find links to streams on different sites. Then I guess maybe you could have it saving as it streams, then you can go back into the file and pull the snippet you're looking for.
