Normally, it means "smart arse, sarcastic, etc." Given this situation it means the teacher probably spoke as the educated person she is and the mother didn't understand the vernacular. Teachers don't "give" grades, they report what is earned or in this case, not earned. Child goes to a private school for free and she's complaining.
