My neighbor uses tarp that goes down under roofing material to accomplish exactly this. Then he sandbags the bottom overlap on ground

yes and that hardie plank will only stand up underwater so long. And I bet a ton of people who have siding still have the masonite siding which would probably fall to pieces in a hour

They could go to FEMA Building Science, or IBHS or NIBS or even the International Code Council to have their products tested and or approved by these entities as effective flood proofing and or listed as flood resistant materials.

I don’t think it would work as advertised but any type of spray or sealant to the exterior walls before finishing couldn’t hurt if it’s not too expensive. I would’ve coated my exterior basement walls with the stuff to prevent leaks if it was available when I built our house.
Problem is flooding is kind of a zero sum game. If water finds one way in….same result as if you just left all the doors open.
