Slick outside of the interstate shut down does crap like this make things difficult for normal people in other parts of the city?

No, only when they mess with the highways.
And highway 70 Westbound is the heaviest highway at rush hour. Everyone from City,North County,West County,etc who live in St.Charles and St.Charles co will be driving that way. What makes it worse is the tractor trailer traffic along with it. So they did what they wanted, pissed a boat load of people off. I know i was, till the hipster got slammed.
