You can say that. Their was a movie released in 95 that dealt with this guy and focused on the Russian police detective that worked so hard to catch him.
It is called "Citizen X" and the main character in pursuit of the killer is played by Steven Rea. The film spans a 12 yr. investigation before he was finally brought to justice.
I've seen real video of the guy in court and he is nothing short of a caged animal with the way he was acting up. I can't imagine that being the last face you see before you die.

Go read about Henry Lucas and Otis Toole. Henry's mother was a prostitute and forced her son to watch. Would beat him and force him to cross dress. Made him go to school dressed as a girl and would pimp him out to older men. Even his teachers were complaining about the cross dressing.
Otis was molested by family members and remembered being raped by an older man at 5 years old. He had a bed wetting problem and his mother would bath him then laugh when he became aroused. His mother would then force his sister to "help him out".
Mothers like that are directly responsible for the kids turning into serial killers.

The NY times just had ain interview with the sister of Bryan Kohberger. She talks about the shock of discovering her brother is a serial killer
