I have no idea what the hell is happening there.
whatever did that to her had a lot of force, so you would assume it had to be something from the truck, especially since it pulled her that way, but what kind of string or something it could have dragged could be that strong and that small so that we don't see it.
whatever it was pulled her by the hair b/c you can see her hair go up right before she gets thrown.

Good eye. It drops right before the truck leaves the screen. Assuming truck clipped whatever it was attached to, it dropped right in front of the girl and was pulled by the truck.

I had to split the frames of the gif and reversed image search one of the frames. Led me to some Spanish-languaged websites and I used Google Translate for the following. Take it for what it's worth.

In the second 0:39 it is observed that, after leaving a store, the girl is heading home. At that moment, a pipe that was passing through the street pulled a hanging telephone cable and released it like a "whip" against the girl.
The images show how she turns to protect herself, which did not prevent her from being thrown several meters away to land on her head.
A man who was passing by that place,
and a woman who came out of the store, helped the minor who remained lying on the floor for a few seconds. He never lost consciousness.
According to the user DARKNETMX, the neighbors have reported on different occasions the bad condition of the cables, but no one has repaired them.
