I'm not a residential electrician but I think the code changed a while back to you have to have a neutral in a switch box in a inhabited area of a dwelling .... But you do not need a neutral to make a light switch work ....,
I think the reason they changed the code was because of motion sensor switches and such ....
You would have to ask someone who wires houses ......

keep in mind the wiring was run back in the 1980s.

its a long story, but i am installing an intermatic CA3750 zwave switch for my pool pump.
the achilles heel of those intermatic zwave devices is the way the zwave antenna is installed the range is shorter than your average zwave device and won't reach the 75' to my controller hub inside my house.
so i need a powered zwave device nearby to act as a repeater for the signal.
the logical/cheap choice was to replace the 19 cent switch in the pool house which is 3 feet from the intermatic device with a smart one.
added advantage is i can cut the pool house light off from my house.
long story short, bought a cheap zwave switch, determined it works reliably from my house, but failed when i was unable to turn the light off due to the wiring.
the fact its also a 3-way switch is irrelevant, just describing the switch.

Ok gotcha , so you need the neutral, you could use your ground as it will only pick up the load of the switch and not the fixtures , but if you can run another wire it's probably the best way to go ....
i have put in motion sensor switches that actually have a removable jumper between the neutral and ground screw on the switch, but they cover their arse with a sticker that says remove where required by code ....

My original question
Yes nothing will ever be added to this setup but I think the 4 wire Romex is a safer solution albeit not as easy as screwing 3 wires to the switch.

Why would he need a new run to the supply panel if he is in essence going to just run a jumper anyway?
i only do jumpers in a box. i've never looked for sheathed single wire, so no.
who said anything about running to the supply panel? the power has to be in his fixture box, so he is just replacing the existing run from fixture to switch and tie into existing neutral. it's as simple as a run gets.
