If it is an relatively thin remaining wall thickness, you can approximate it by calculating the shear stress in the bottom of the hole through internal pressure. This would assume a local shearing/blowout of the hole due to the pressure inside.
From a general rupture perspective, if the holes holes are generally small, they will be reinforced by the surrounding area and not lead to a general rupture.
If you want this case, you could use API-579/ASME FFS-1 and treat as a local thin area.
