I can't imagine any of our founding fathers as recognizing a government as having "rights". Governments have powers, people have rights (and powers).

Again, this is a small window in time. You’re citing a 2 month window in which the entire world was acting this way due to lack of resources and knowledge of the situation.
Fast forward to summer and you saw red states forcing schools to open while blue states stayed remote, many not opening until 2021 calendar year, though it was clear by the data that kids were not a real health risk within a few months of those March panic decisions.

Even the staunchest progressives would admit the COVID policies in red and blue states were wildly different.

From everything I've been able to gather so far, perjury. Lying to Congress under oath about funding gain-of-function research (which is a big no-no).

At the beginning of the pandemic the only stores allowed to operate were the big box stores like Lowe's, HEB, Walmart
Any small local businesses were completely shut down. I'm talking about things like boutiques, the entire mall, any small mom and pop store essentially. They weren't even allowed to operate on a to go only basis at the beginning.
Restaurants were held to 25% capacity for a fairly long time. All bars were shut down for months unless they had a license to serve food also. There was a brief period around May that they opened bars up again but that was short lived. I want to say it was September or October of 2020 before they were allowed to open again and that was still with restrictions.
