E-Bay and PayPal Question, Circumventing E Bay

I am selling a Verizon cell phone plan on E Bay using Verizon's "Assumption of Liability" clause. I had a potential buyer contact me directly wanting to pay me directly using PayPal to avoid the fees.
I have heard this could be a scam. How does that scam work? The guy also has a middle eastern name. Probably paranoid of me but that makes me nervous too.

Don't do it. As the seller, you pay the fees. There is no benefit to the buyer, except a loss of protection. They typically use a stolen PayPal account. When the account owner notices, you lose the money. And it's likely after you've sent the item, so then you're out both.

Yeah, PayPal gives you no protection as a seller. Obviously just a scammer using stolen info. He'll pay you, but ultimately the actual CC owner will chargeback and you'll instantly lose the money without any opportunity to counter the dispute.

I had wondered about the stolen account angle. He has texted me and told me he could pay me with Chase Quick Pay.

I don't know how easy it is to use a stolen quickpay account, but I wouldn't trust it at all. This is a common scam, and it always ends the same way.

Report the buyer to eBay and block him from bidding on your items. Trying to take the transaction outside of eBay is a major violation of the Terms of Service. Also, you have to think about what's in it for the buyer to do it that way. It's a scam. I doubt he's taking that much extra time and trouble to save 7.5% or 9.5%.
There are a few different scams he could be running. He could be using a stolen CC or Paypal info. Or he's planning on falsely claiming nonreceipt or item not as described so he gets the item for free.
Going through eBay generally protects both sides--the buyer more than the seller. If you go through eBay and he's using a stolen credit card, eBay or Paypal will eat the cost as long as you send it to the verified address.
