You’re thinking of between Beaumont and Orange.
The construction west of Beaumont to Winnie is a pretty recent development.

With the barriers on each side just pray some dumbass does create a wreck.......you’ll be stuck for hours. I’ve gotten to the point I hit the backroads and come out around Hankamer just before the bridge.
