I’ve worked with a lot of HR leads in difficult situations and never heard one talk like that before. However his history with Hal may explain a lot. Also wonder what his back ground is. I doubt he is an HR professional. Just an engineer with a Rice MBA in a discipline he doesn’t understand.

Best way to deal with that is to fire his arse. Let that be a lesson to the next bunch about handling personnel matters with dignity and respect for all involved. People should always be treated like you would want yourself to be treated.
