Statements like these are complete nonsense. Not because of their being untrue, but because of the implications. Aggressive traits are bred out only when that is the desired outcome. The same could be said for the APBT or any breed. And why are we pretending that aggressive traits aren't just as easily bred back?
Of course attacks on humans (or other pets) are extremely rare. Again, the same could be said for any breed of dog, as well as cougars, lions, feral cats, feral dogs, etc. "Attacks" are rare. That's a given.
Even if every bite or dangerous/threatening encounter were accurately recorded, the number would still be relatively low given the number of people to the number of these particular breeds.
We judge a breed's propensity to act aggressively based on the presence of an aggressive lineage. We then judge a breed as being potentially dangerous due to its capacity to inflict an inordinate amount of damage if it does act aggressively.
