Does the modern South spring up without TVA, Manhattan Project, Space Race?

Reading a lot about the economic development of North Alabama from 1933-1969. Curious, do places like NA and Eastern Tennessee ever become developed without the big federal spending, or would it have developed spontaneously regardless?

Those were still poor areas til the 90s
Then the migration towards the South started and those areas are nice and had white collar jobs so people moved there

Some of it was also migration down from the hills to the cities. The transition from manufacturing to service (1980s-present) caused a lot of small towns to essentially become non-existent. Those that moved to the city got not-quite-as-high-paying-but-much-steadier jobs. Those that stayed behind in the small towns were often either wealthy farmers or the people who stayed to teach the wealth farmers children’s schools.
So people migrated, shifted behaviors, and became more urbanized, bending the poverty curve down a bit.
