If you study your arse off and take a couple of practice tests, I'd say raising it to 27-28 is not out of the question. Did you go in completely cold, or had you done at least some prep work.
I raised mine from a 30 to a 32 in a couple of months with just a little effort. Raised my SAT from 1320 (in a practice test) to 1420.
I see I outscored three petty bitches so far.

Take a class. Reschedule another test. Raising up to over 30 should be very possible for you. Practicing the type of questions they ask will help.

Why you disappointed, that's a pretty solid score. Smartest guy in my high school got a 25, full paid scholarship to welding school. He's balling now, you'll be fine.

I jumped 6 points between my first and second try. Shouldn't be a problem at all.

Are you still in school or what? It's hard for anyone to give you an opinion if we don't know some additional information with regards to your situation. If you're out of school and older, then your score will probably not increase very much; however, if you're younger, then that may not be the case. For example, my son took the ACT in the 7th grade and did very well. I was worried when he retook it in the 9th grade because I didn't think his score would improve very much. But, I was wrong - his score increased by 5 points.
Study hard, keep your head up, and your score should improve...jumping 6 points may be a stretch though - good luck!

I scored a 24 on my first go. I then took the ACT prep class, which bumped me up to a 29 on the next test. It really doesn't test your intelligence, as I don't consider myself a very intelligent person...

I know a guy that scored a 19 on his first attempt, he but kept studying and taking the test. Eventually he scored a 29 on his 4th try.

Yes. My opinion remains unchanged.*
Except for all the caveats that you didn't bubble in a bunch of answers, whereby I have no idea why you are "disappointed" or think that "24" is accurate.
But I can tell you now if you do score a 24 on your ACT before going to college you aren't getting over a 160 LSAT.
