And let's use the correct term here. None of this constitutes racism, which is defined as the inherent superiority of one race over another. Bigoted behavior, possibly. But definitely not racist.

Nope. Not racist. Just segregationist. Racism is the belief that one race is inherently superior to another based upon genetics. What you, and many other undereducated and overly indoctrinated folks believe to be racism could be either bigotry or ethnocentrism. Neither of those are racism, but the dumb masses are incapable of grasping the difference.
On the other hand, why is it wrong to advocate moving away from a situation you don't like? Will he be considered Homophobic or transphobic if he decides not to take his family to Disney World in June in order to avoid being caught up in all the "Gay Days" festivities?
You can cry and call him racist al you want, but it doesn't change the fact that what he says about the situation is indeed the truth, and his way to deal with a situation he doesn't like is to remove himself from a geographic location rather than go in guns blazing to clean it up. Sounds pretty passive to me.
