This can't be assumed for several reasons:
1. IF, big if, the speedometer accurately froze at the moment of impact, that's only the speed of the wheels at impact. If the foot was on the gas, the wheels would accelerate wildly once the car is airborne.
2. The chances of it stopping exactly in its position on impact are also unlikely.

Yeah there is no way they were going 90, it looks like the car landed on the rocks like 10 feet from the cliff? If going 90 over the edge, they would have landed well off into the water. I don't feel like doing any physics and I don't know how high that cliff is, but if going 90 they certainly would have gone further than 10-20 feet off the cliff.
Looks like they were barely rolling off the edge to me to land so close? Unless the waves somehow pushed the SUV back to the cliff? But the pic certainly looks like that's where it landed.
ETA: Ok nevermind the cliff really angles more like a steep hill. Looks like it may have tumbled and flipped though before hitting the bottom. Still think it would have gone further if going fast.

Cars have recording devices that can determine this and have for many years.
