I don't quite understand how a city lets an area get this bad? The law states they need trash service, make them get trash service or fine them. If they don't pay the fines (which I'm sure they won't), get warrants and make arrest. Arrest that will most likely lead to multiple drug bust. Am I being to naïve here?

I grew up in Merryland subdivision in Denham Springs and I see from the commits posted that my old subdivision has become a respectable place to live. On the other hand Denham Springs was listed as the third most dangerous city last year and now it has moved down to number 4. I know it's baby steps, but at least there is that.
