No this lady I'm dealing with is just the property manager. The land lord is some dude I've never met. I scored the maintenance peoples direct line from some of the other tenants tho so hopefully that will help cut out some of the bull shite. But I do live about a 5 minute walk from Pascal's Manale. So maybe they're in cahoots.

it sounds like the main line going to your unit was frozen, then broke, and when they fixed it they just caped your line.
Find a maintenance guy and see if he knows where the pipes were fixed in your building, you might find why you have no water.
It seems like this is a classic case of miscommunication. you are calling the office and saying you have water issues... they are being told, by maint., that all the pipes have been fixed.
