There is a JP that lives two houses away from him..The cop has a daughter and I am sure the cop is on alert for this guy. I hope the guy gets some help.

That's not gonna happen in my neighborhood. We have armed citizen patrols that are drug tested and have gone through extensive background checks. There's a boot camp, so to speak, that is coducted by LA state police right here at Troop L. It teaches basic arrest procedures, weapons qualification, and a tactical driving seminar (required for anyone patrolling our community in a POV).

I kinda skimmed the article and it sounds like dude may have followed the woman and her daughter home, after seeing them out and about, and then sprinted to the backyard and gave it a few tugs before deciding to GTFO.
The following them home, if that is what happened, makes this even creepier than if it was his neighbor or something and he walked over. Both are creepy, but picking them out and following them home is like Serial Killer Light.
