Kinda derailed your own thread here, but I was with you in the beginning. The way most people talk/fear monger this is there’s a team of people sitting around watching YOU live at all times. Your webcam is broadcasting you direct to some FBI agent assigned to monitor your activity.

It’s similar to corporate IT. They aren’t necessarily watching you live, but everything you do is simply recorded/archived and may be held against you in the future. I think that’s what most concerning, the archiving of data for potential future use should it be necessary (in the inevitable AGAINST you sort of way).
