You seem to be under the impression that doing anything, particularly spending money is a sure fire fix. My city has incredible resources for mentally ill but it seems to be only mildly affective because of Cross issues such as addiction

Nothing is a sure fix. Humans are complex, often-times shitty creatures and it's not really possible right now to pinpoint the different between a manic depressive that sits at home and cries and a manic depressive that decides to go on a killing spree. Finding those triggers and indicators should be a large part of the focus.
But there is one sure-fire way to change nothing...and that's to do nothing.

Nobody is asking you to give up anything, assuming you're a mentally stable adult that is capable of handling a firearm in a responsible way.
