The cruise director told my wife and I on our last cruise, that once they left about 30 frat guys in Cozumel. Same scenario, waited about 30 min, and then proceeded to leave, he said they all came running drunk down the pier as the ship was pulling away.
Problem for those left behind, is that if you were cruising without a passport, you will have a harder time getting back, since many people leave ship without proof of citizenship, only drivers license.
