Seriously, it's an elderly lady with a walker right next to her. She probably has dementia.
He's trying to make some kind of point but all I saw was a 30 year old black guy f'ing with an old lady. Old people with dementia lose their short term memory first and retain their long term memory longer. The past becomes the present for them. For all he knows, she might have been raped by a black man when she was young.
He may just be trolling some poor, elderly lady with Alzheimer's and scaring her.

also worth considering that.. older white women are scared shitless of black people for no reason outside of their own prejudices

Just watched the rest of the video and it appears this guy is a complete a-hole.
From what I could gather, this appears to be a senior apartment complex.
Aparrently, he and his friends can't find a better place to barbecue than next to an senior citizen's apartment complex and he decides to go f with some old, scared lady.
He obviously seems to know a lot about her which leads me to believe he probably lives with his mom in the senior apartments which isn't allowed but happens all the time in those places.

When she said "kids are not supposed to be here" it all kind of came together for me.
It is likely low income senior housing. In these places, trashy, freeloading, adult children of the people that live there tend to "visit" a lot, as in live there with them. What results is a bunch of scared old people because their is a trashy, young component living there.
Evidence is also in place because her neighbor came out and tried to get the guy to leave the old, scared lady alone.
