Covid 19 : hypothetical social question based on Italy scenario

Say the US healthcare system gets overwhelmed and there aren’t enough ventilators...
Do Doctors start making decisions based on age?
One step further: this runs rampant in prisons....do doctors then have to make decisions to treat on whether someone is in jail or not? Should a free person have more right to that ventilator than someone in prison?

A friend of mine works in a federal prison. They said that they're calling every case the "flu" and treating it accordingly
