China is trying to contain an outbreak and has to keep up certain appearances to try and retain its political system. Those factors combined with questionable public health certainly can contribute to death rate after contraction.

You don't foresee how high density cities trying to contain an outbreak could lead to marginalized care for those who get ill?
Or how a country obsessed with appearances because it's trying to hang on to an antiquated political system would go to great lengths - including sacrificing the health of those who are ill - to avoid showing weakness?
