No, it's not a joke. Scientists have invented a way to create single cell protein from carbon dioxide and electricity.

May be high voltage but low amps and therefore not need that much electricity.

IF it's solar, then the price is going to be cheap. However, a coffee cup size reactor only producing a spoon full in 2 weeks isn't going to work.
