I cba to look it up for Connecticut, but generally speaking, that’s not how it works. If someone is deemed “incompetent” to stand trial (unable to understand/assist in the proceedings), they go through a restoration process. If they are restored to competency, they can then be prosecuted.
On the other hand, if someone is found “not guilty by reason of insanity”, that means they were competent to proceed (whether with or without restoration) and a finder of fact determined that they were mentally incapable of discerning between right and wrong at the time of the offense. When that happens, the case is done and jeopardy has attached.
