Bingo. A handout to the well to do who are already sending their kids to private school. Notice it's a tax credit, not a voucher. These two things are not equal.

I can't speak for anybody else, but IF this were enacted in Louisiana, I wouldn't have an issue with anyone enrolling in the same school as my kids. I don't look at life that way, and I don't think I'm better than anybody else. That school is almost full though.

There are several private schools in very small towns in the black belt area, so this isn't just for the big cities.

You have too many fixed cost in a school district and uncontrollable variables. But you can directly compare the students and see if there is a trend of the facility or a unique case.

If there are 25 kids in the class and 2 fail I think that's reasonable. If 7 fail then that's obviously an issue.

We should have a requirement percentage based. I don't know the exact demographics and pass fail rates to set a baseline but the principle idea is sound.
