Right. The whole depth of water has to get to 4*c before the surface will freeze. Its why shallow stuff freezes faster than deep stuff.

A better way to describe it is that water is at maximum density at 4 C. So ice will be less dense than the surrounding super chilled, but not yet frozen water at least until it all freezes. The ice itself will also insulate the water it is floating on, to some extent.
