On the flip side, I wonder if the growing prevalence of larger trucks and full size SUVs drives this (in case of needing a pit maneuver, for example)? Maybe it's a response to the big-vehicle arms race?

There is a reason for this..
A cousin used to be over the a sheriff motorpool and I asked him that.
He said it's because of the unibody construction now. One the old Impalas and Tauruses went to unibody they moved to the big SUVs if they can. After you wreck a unibody that vehicle is trash.
The traditional frame built they can piece out a crashed vehicle and use the parts to rebuild more. He had a hell of a scrap yard. One of the reasons for decals an no paint. You can replace panels and just redecal on side and roll em out.
A lot cheaper in the long run along with higher stance for more protection and visibility.

The question is why should any traffic/patrol officer need this type of vehicle. I could understand crime scene and such.

Most Agencies don't because the initial cost is higher. That's why you mainly see Dodge Chargers or Ford Explorers as Patrol units even though long term costs to operate and maintain those end up costing more.
