The bystanders didn't need to be arrested any more than the kids fighting needed to be broken up. If kids could fight like they used to, you wouldn't have things escalating like they do now. Social order would prevail, and everyone would know where they are in the pecking order. If everyone is the same, no one can lead and no one can follow. This causes them to get nowhere.
