If I had to guess, I’d say he most likely was going for headshot but miscalculated a bit and hit him in the neck instead. If the shooter was indeed on a building, he’d have been laying prone and most likely had his rifle supported , I’d guess on a bipod. So he’d have had a very stable platform to take his shot. At 200 yards, depending on what he’s firing, there will be little bullet drop. Depending on the wind, he might have to adjust a little, but not much if at all. And since Charlie was pretty much stationary at the time, it was a relatively simple shot.

That would be silly. 200 is a chip shot. I once told the outdoor board I could hit a metal solhouette at 200 yards with a handgun. They cried. I posted a video doing it... fricking crickets.

Eta: 200 isn't close for an untrained shooter. I would go so far as to say 95% of hunters moss a pie pan at 200. I would also point out... There is zero chance the shooter was going for the neck. He hit his target. He didn't hit where he was aiming.

He had people videoing him/her. It wasn’t a simple shot. This person had been trained and in combat.

At most you’re going 100 yards and will sight your scope to that.
I have a range behind my house. I'm coaching deer hunters constantly leading up to deer season. We sight in guns for greater distances than a mere 200 yds.
400 is pretty easy on the pipelines.
