I can remember when Heck ws on the Metco he bailed on a vote or two. "Family Emergency" they always have some bullshite excuse when they lack a spine to cast a critical vote.

Heck was one of the few councilmen that actually stood up for the EBR taxpayer. What kind of nonsense are you babbling about?
