I don't think people are reading this graph properly. Its not saying 61% of white women are single, its saying 61% of single mothers are white.

73+18+3+6 = 100%
ETA: Without know how many people are actually single mothers and single fathers this data is difficult to properly quantify.

There is not category for Hispanic, so I assume that’s lumped in with white.
