Keep your cat on your property and this probably wouldn't happen. Probably a demented kid doing this.

Obviously killing the cats is disgusting but keep your damn pet(s) in your yard. I didn't get a cat for a reason, I don't like them and I don't want them pissing/crapping/destroying on my property. If you really cared about your cat you'd keep it under your protection.
