Some city’s, counties, and parishes have parking ordinances to discourage this. In EBRP which theirs is similar to The City of BR you cannot park on the lawn between house and the road, cannot block sidewalks, and have to face the direction of traffic when parked on the street.

They only enforce it if someone calls in to complain.

If you area has these laws call the non emergency number and file a complaint. At that point they usually send an officer from the traffic division out to give the person parking grass a mandatory donation to your local government.
