Local cops and State Police don't want to frick with them, they're more trouble than the cops want to deal with.
Statutorily, any vehicle that is on a public highway (including but not limited to the towed vehicles) MUST have a current valid license plate. 100% of the Mexican caravan vehicles do not have a license plate (or even a bumper) on the vehicle.
While I understand why local cops don't deal with it, it's frustrating. But the law is the law. The amigos drive ~50 mph and snarl the el traffico behind them.

Coming back from the beach in Florida for vacation we saw this constantly. So there's some pipeline running from that area at least.
A Dallas newspaper article several years ago said that those coming from the east on I10 are usually cars that were bought at a large auction in Atlanta. There are similar groups of cars coming from the west on I10 that originate at a similar auction in Phoenix. They pay so much a person in Mexico to be taken to the auctions on a chartered bus. They bring hand tools tow bars, and cash. They buy the auction cars that no one else wants, non-running, salvage title, or non title, paying $50-75 bucks per car. They count on getting one running to tow with, and split the cost of the trip. They will pay a fee per car to someone at the border that has already gotten approval($$$) from border authorities. Most of this information was from an English speaking veterinarian that buys and sells these cars to raise money for his animal hospital in a small town in Mexico where the people have very little money to spend on their animals.

I used to pass them on my way from auburn to mobile. I guess they were buying at auction in Atlanta. Typical situation is a shitty foreign pickup loaded down towing a corolla that is packed full of shite. Both vehicles with in tow painted all over the windows. That's gotta be a long fricking car ride.

There's a Mennonite family here in central Texas that buys old farm and construction equipment and hauls it to Belize. But they load their stuff on tractor trailers.

That's 150 miles of Interstate so you should see a lot of a lot.

An employee of mine fixes up Toyota trucks and tows them to Guatemala. Says he clears about $8k a trip - unless crooked cops get him in Southern Mexico and Northern Guatemala, which has happened to him twice. He says mid to late 90s Tacomas are worth their weight in gold down there.

Mexicans buy them here for cheap and take them back home and sell them for a huge profit. A beater here is a rolls Royce down there
