Not "any car" because some exclusions would still apply.
But your insurance would extend to other vehicles driven with permission of the owner (ie. borrowed a buddy's car) or rentals for up to 30 days.
In the case of a car borrowed from a friend, their insurance would act as primary. Your insurance would only be secondary for liability. For rental cars, your insurance is primary (unless you bought the extra insurance through the rental agency) and subject to the deductibles that you carry on your own policy. If you have liability only, then you better buy the rental agency's insurance.
ETA: but your insurance would exclude coverage for certain things like a vehicle that you owned and didn't add to your policy in a timely manner or someone else's vehicle that you were using without permission.

Your insurance will try to deny coverage as they won’t want to pay for an unauthorized driver. Your buddy’s insurance will probably claim the same, that their insured wasn’t authorized. Hertz’s insurance wasn’t purchased. So hertz and the other driver will look to you and your buddy personally. That $13/day additional driver charge doesnt look so expensive anymore.

As to the injuries of the other person, that likely falls on the driver of your rental.
As to the rental car's damage, the company has a claim against you and your driver.
You have a claim against your driver.
Stop trying to sace $7 a day and add your additional drivers - - - hypothetically speaking, of course.

I'm not positive but I think that was an individual company gouge, one of my old college roommates owned a rental car company for years, sold it a while back, he always said to never buy coverage, pay to add drivers, any of that upsell crap as it was all a scam and none of it required by law or insurance companies, not saying that things can't change but I never get coverage or their gas plan
