Instead of spending all that money on fences, gates or shock collars drop a few hundred on a trainer that teaches you how to be a pack leader. It is much less difficult than you think but you need the knowledge to implement it. When you establish yourself as leader they live to serve you. Right now yours thinks it is the leader and does whatever it wants. If you do care about keeping it safe trust me when I tell you this is how you do it.

Training is a good investment. And it's not just for the dog, but the owners. It'll benefit every dog you have in the future.

Or you could just beat the dog regularly. That works too.

When my dog was a puppy he liked to roam around a lot. We have a similar size yard, but no fence. If we didn't watch him carefully he would go into the neighborhood across the creek. I didn't want to build a dog pen.

What i finally ended up doing was i got about 500 feet of zip line cable and ran it between 2 trees caddy-corner on either side of the property. Then i hooked his leash to the pulley wheel on the line. This gave him access to almost the entire back yard (He can't get to the front yard, but i don't want him up there anyway) and he has never seemed to be bothered by it. He gets the leash tangled in the trees sometimes chasing squirrels, but beyond that it worked like a charm.

Same problem for 8 years with two huskies. Tried everything except I've heard to put attach chicken wire at bottom of fence and lay it down about 2 ft from fence and bury it.

Take him outside and try and bath him right now and if he acts like an arse then shot him. All problems solved at that point.
