Also, if after quiet hours contact the courtesy officer and/or police. Then document that in writing too.

So I've now complained to the front desk 4 times and also called the courtesy office after hours to speak to them. Nothing changes. "They apologize and will be more mindful". At this point I'm close to just calling the police when it happens to report a noise complaint due to inaction of the complex.

Call the cops. Have everything on record. Have everything written out.
The complex may have quiet hours, but the city/parish may have separate hours. If he's yelling at the kids, spanking them excessively, if you don't think they're living a healthy life, it may be time to call in a welfare check or even DCFS.
There are ways to keep everything anonymous.
